Camden, Immigrant Haven?

Cops in Camden are too busy to worry about illegal immigration — which is why Federal Street is thriving.

Camden, N.J., may be a portrait of urban despair. But one neighborhood in this downtrodden city is slowly coming back to life.

Federal Street in East Camden is lined with taquerias, money transfer shops, and grocers selling chili peppers and prickly pear cactus. Competing music stores pump out a cacophony of Mexican pop songs, and strings of pennants from recent grand openings form a canopy over the sidewalk. Locals have begun to call the area Little Mexico.

It wasn't always like this.

"Mostly that was all burnt down — crack houses, people just living in there, selling drugs," says Fabian Muniz, owner of Changarro Jr., an Internet café and electronics shop on Federal.

Muniz moved to Camden from Puebla, Mexico, when he was 3 years old. His family was part of the first wave of Mexican immigrants to arrive. In 1991, they opened El Taco Loco, the first Mexican restaurant on the block. A few months later, a local thug came in, demanded all their money and pointed a gun at them.

Now 21 years old, Muniz recalls at least a dozen other muggings and burglaries throughout his childhood, part of the rampant crime that earned Camden the ranking of "most dangerous city" according to FBI statistics in 2004 and 2005.

Ironically, it's this very decrepitude that draws in immigrants. Rent here is cheap, and the local authorities tend to ignore immigration violations.

Adam Solow, an immigration lawyer who spends his weekends working out of an office in a Camden church for a sliding-scale fee, says that it's often easier for undocumented immigrants to live in Camden than in leafy suburbs.

"If you're living in Lakewood, New Jersey, and you're driving with a busted taillight or you run a red light, the police will possibly report you to immigration," he says. "In Camden they have a lot more problems than busting undocumented people."

Indeed, Capt. Harry Leon, who runs the police district that includes the Federal Street Mexican community, says that while his area is one of the most crime-infested in the city, immigrants are not usually to blame.

"They engage in drinking in public, but as far as the violent crime, they're more victims than anything," Leon says.

In fact, things have gotten to the point where some immigrants, documented and not, are working with the police. Though Camden is no longer considered the most dangerous city in the country, Mexican families still share the sidewalk with drug dealers and prostitutes, shops are robbed frequently, and employees are routinely mugged on their way home (many of the new immigrants don't have bank accounts, and carry cash, which makes them easy targets).

Leaders of the Mexican community went to the police for help, and the cops have responded by checking in on Federal Street stores several times a week.

At Changarro Jr., many regulars are undocumented immigrants who come to e-mail with distant relatives. But when Officer Robert Chew stops by, he doesn't seem concerned — this is an improvement.

"This used to be the bar," Chew tells store manager Lorena Grimaldo. "This is the place where we had five people shot one night and two dead. ... It's kind of weird that I'm in here again."

Leon says that robberies in the neighborhood are down 40 percent from the same three-month period last year.

Still, the relationship between the community and the police is an uneasy one. Undocumented immigrants are scared of crime, but they're also afraid of deportation.

Carolina is an undocumented immigrant who works in a grocery store.

"Sometimes I'm scared that someone will just walk in and rob us," she says. "It does make me feel better when the police come through to ask if we're OK."

"But then," she continues, "especially lately, you hear a lot of stuff about immigration, and that's what makes us the most scared."

It's a delicate situation. Last summer, three college students were killed by an illegal immigrant in Newark. A few days later, immigration authorities arrived in Camden.

"It was crazy, they came here in like three vans, catching all these people. They were like, 'Let me see your papers,' and they didn't have nothing, so of course they took 'em," says Muniz.

Nearby Riverside used to have a flourishing Brazilian community, until it passed an ordinance that called for fines against anyone who hired or rented to an undocumented person. Many of the Brazilians fled, leaving behind boarded-up restaurants (a year later, the township rescinded the ordinance).

Camden, by contrast, has allowed its immigrant community to thrive. Leon says local officials recognize that immigrants are integral to the economy, and that a better economy means a better town.

"We believe that if the business area is viable, then more people are going to come to the city," Leon says.

They already are. Nearly 100 new immigrants arrive almost every week, most from Puebla, but recently from Texas and Arizona, as well. They're seeking a better life in — of all places — Camden, N.J. And along Federal, new businesses keep opening to serve the growing community.

"Every other day there's a new store popping up," says Muniz. "We're like, 'What? Where'd that come from? It was just an abandoned building, now it's a Mexican store.'"

Notice how this "reporter" fails to mention that most illegal aliens--including the ones who own these businesses and their patrons are felons? That's right! She doesn't mention that some are previous deportees, making them automatic felons the moment they broke back into the U.S. She also fails to mention that most of them have purchased fraudulent or stolen U.S. citizens' IDs, a felony. She fails to mention that some use fraudulent names when opening U.S. bank accounts. She fails to mention that these illegal aliens drive without licenses and that some kill and maime Americans in drunk driving accidents. She also fails to mention that, in fact, their entire existence in our country is ILLEGAL!

Isn't it nice siding with Federal lawbreakers and painting the entire story with a pro-lawbreaker brush?

The arrogance of these illegal alien criminals is stunning. They bring their third world mentality to each city they invade. Chickens in the yards, urinating in public, crime, violent gangs, neighborhood decay, blatant racism and procreation without responsibility. They enter a city and suck it dry of its social services and healthcare via I.D. theft. They form racist organizations such as La Raza, MeCHA and the Brown Berets - organizations whose goal is Reconquista (the reconquest of U.S. land that they arrogantly think is theirs). Pompous fools like Obama and McCain consider the public not intelligent enough to know that they are pandering to these people for one thing and one thing only - votes to get them into office - illegal alien or not. He sounds like he lives in California, the king of the illegal alien states--because everything he says, certainly applies in California--the bankrupt,crime ridden, drug infested State on the West Coast.

The police, the mayor, elected and appointed officials,and the reporter should all be charged with aiding and abetting illegal aliens. When those charged with enforcing our laws are the same most guilty of violating our laws we are witnessing the beginnings of anarchy. I strongly suspect the monies paid to all of those named above by the illegal aliens, who allow these criminals to reside in our communities, far outweigh the salaries they earn off our tax dollars. Treason, dereliction of duty, accepting bribes, violating an oath of office...just a few of the charges that should be filed against every person who allows this criminal activity to continue. Whatever happened to ethical reporters who exposed crime and corruption Vs those who now enable and glorify it?

How dare the Mayor of Camden allow this to continue...sounds like reverse discrimination when a lawbreaking group of ANY peoples get special treatment as to their presence here, illegally...
ALL ILLEGALS should be deported...and ALL law enforcement personnel allowing them to carry on undocumented and unchecked should be fired...as they are also breaking the law by harboring fugitives!!!!

Americans don't seem to realize the implications of boobs like the Mayor and Police Chief, simply ignoring existing U.S. immigration law. They are saying in essence that they are a law unto themselves. I've never seen or heard anything like this. I would suggest that the citizens of Camden, ask for a reprieve from tickests given out by the police, because they are already burdened with paying for illegal foreign nationals. Why should the citizenry have to do double duty, especially when the elites have brought this nation to its knees, financially and otherwise. It's lunacy.

If someone came into your city from another country to visit for the week, and a crime was committed against them, should they not report it? Should it not count because they don't live here? If you visited another city, state or country and a crime was committed against you - would you feel you deserved it karmically because you weren't a citizen? Would you ask the local government to help you? These people living in Camden aren't stealing anyone's jobs, they're creating new businesses and jobs and making the town safer. How are they any different from anyone else, besides the place they were born? America is a country of immigrants. The same losers complaining on this board are the ones who put up signs saying "Irish need not apply" in the 1800s. Get a life and find something more productive to do.

I just have a question: How did your families arrived in the United States? This is a country of immigrants, and you keep bragging about your melting pot population but are scared to death to share it with hispanics? Legal or Illegal Immigration is more about politics than right or wrong concerns. If the country needs poor people to maintain the economy, it will open its doors, if it is not in its direct interest, it will close them. If God blesses America, you should listen to what He said... I don't remember the part in which he talked about how people needed papers to be considered as human beings and treated with dignity. If He did say that, please let me know where.

Don't let Camden turn into a third world town?! Are you kidding?! As if Camden is much better than the worst parts of Rio, Mexico City, or Santo Domingo? If it weren't for these immigrants opening businesses, working and spending US dollars, Camden would be a more bombed-out, drug-infested, murder haven than it already is. I'm sure all the xenophobic (you'll have to look that one up brainiacs) whiners posting here don't even live near Camden. Also, they'd be the first to complain when their fruits and vegetables cost more because we drove out all the immigrant labor that makes them so cheap.
