After all that, is Finnigan's Wake balcony back in question?

Remember how Finnigan's Wake, the massive Irish pub/party bar/Democratic City Committee hangout, got a law passed last September (over neighbors' objections) to let them build a big old deck over the sidewalk on Spring Garden Street? And how Mayor Nutter decided to screw councilmanic prerogative and veto said law? And how Council decided it to overrule the mayor's veto in favor of Finnigan's/Council's manifest destiny? Good times.

Anyway, the name Northern Liberties Auction, Inc., which owns the building, came up in Council again this week. The bill from district Councilman Mark Squilla was to extend the period for compliance with Section 6 of the law that passed over Nutter's veto. What's Section 6? It says Finnigan's has to pay $200 to the city treasury within 60 days of the bill becoming law, or their balcony-buildin' rights will go away. Which presumably means they haven't paid it yet, though no one was answering the phone at Finnigan's this morning and a voicemail wasn't immediately returned.

Now the question is: If Council passes the bill, will the mayor veto the whole thing once again?
