Republican Gov. Tom Corbett, pressed by a reporter at a Pittsburgh press conference yesterday, expressed confusion over the voter ID requirements that he signed into law. Corbett first seemed confused as to why voters with PennDOT identification expired for more than one year might not be able to vote, and then went on to say that he couldn't remember what all the valid forms of ID are.

“The other forms of ID can be student ID. We’ve been working with the nursing homes to get people new ID. It can be military ID. There’s two or three other forms — right now, off the top of my head, I don’t have it here in front of me.”

Pennsylvanians, according to polls (that I'm trying to track down) cited by Franklin and Marshall political scientist Terry Madonna, are just as ignorant of the law as the governor.

The new law requires voters to show ID at the polls (see the valid forms of ID here) but it turns out that the state, which originally said that 99 percent of voters had valid ID, has absolutely no idea how many people might be impacted.

Yesterday, City Paper reported that up to 43 percent of Philadelphians may not have valid ID. Meanwhile, as my colleague Isaiah Thompson reports, there is still, despite City Commissioner Al Schmidt's very-much-taken-out-of-context report last week, no significant evidence of voter fraud.

Corbett is under growing pressure to ditch Voter ID. A lawsuit brought by the ACLU and other rights groups challenging Voter ID is currently before Commonwealth Court and the U.S. Department of Justice is investigating whether the law violates the Voting Rights Act.

Here's the press conference transcript:

REPORTER: A related question, is we have data out today suggesting that it's 1.6 million people, who don't, voters who don't have ID to be comparable, with voter, whose registration expired in the past year. Any response?
CORBETT: What do you mean their registration expired last year?
REPORTER: Driver’s license expired in the last year [UNINTELLIGIBLE]
CORBETT: OK. Well but there are other forms of ID, so I don’t know where people are getting the data as to how many people don’t have because the other forms of ID can be student ID. We’ve been working with the nursing homes to get people new ID. It can be military ID. There’s two or three other forms, right now off the top of my head I don’t have it here in front of me.

    Why should Tom Corporate know what is acceptable ID under the Voter Suppression law? He has already admitted there is no voter fraud to prevent.
