Meet the lawyer for high-powered, in-trouble Philly politicians

Charles M Gibbs, Esq., the attorney who represented patronage employee and Blondell Reynolds Brown campaign manager John McDaniel — who admitted to stealing from a PAC he ran and from Brown's campaign — has a history of serving the city's political class during its legal tribulations. An attorney with the politically connected Bowman & Partners LLP since graduating from the Widener University School of Law in 2010, Gibbs also, unsurprisingly, has a long history of personally rubbing elbows with powerbrokers in Philadelphia.

In addition to representing McDaniel during his guilty plea, Gibbs in 2011 also presented himself as former Councilwoman Donna Reed Miller's attorney while her office was being raided for evidence related to alleged ethics violations, according to news archives. Two of Miller's staffers were ultimately fined for conducting political activities within her office.

Earlier that same year, Gibbs assisted in handling an appeal by former mayor and Philadelphia Housing Authority board member John F. Street against a defamation suit filed by ousted PHA Director Carl Greene.

Gibbs declined to speak about his experience with McDaniel, Miller or Street, saying "professional responsibilities prohibit me from commenting on anyone I've represented."

Gibbs, raised in the Cobbs Creek neighborhood, was a teenage protege of the late Congressman Lucien Blackwell, becoming his district's Democratic state committeeman around the age of 20. In a 2003 profile, a younger Gibbs describes campaigning for Street's bid for mayor.  In the same article, Sharif Street, son of the former mayor, describes Gibbs as his "adopted little brother." Gibbs would later appear in the news as the junior Street's spokesman.

Gibbs said that he got his start professionally "working in the City Representative's office under Street" as a "special assistant," while he was still enrolled at Temple for communications. He said his role was "doing everything that office did," and that he applied for the job normally and did not receive any kind of special treatment.

Gibbs was also recently listed as the co-host of a event honoring Council President Darrell Clarke, another Street disciple, along with union boss John "Johnny Doc" Dougherty.
