CITYSCAPE: PHA auction is today — if you can afford it

This afternoon, the Philadelphia Housing Authority will auction off more than 400 properties, which could be a great step in helping chip away at the city's nagging blight problem. Developers are lauding the organization and transparency of the process, but some question the decision to bundle the majority of the properties into groups as large as 25 separate lots. That could lock out many small-scale developers, as well as local people who are looking at side yards are community gardens.
